evga 960 problem

ok so me and a friend have been building a gaming pc 

get a post code of A0 IDE initialize started but nothing comes on gpu runs its fans for 30 sec then spins down the OS does not show up on the monitor nor the bios

system boots fine with pcix slot turned off adn I have tried most of the setting in bios

Parts:

   motherboard: Maximus VI Extreme

   Psu: Corsair RM750

   Gpu: Evga GeForce GTX 960 P/N: 02G-P4-2968-KR

are you able to boot from just the mobo display?

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
