Cost needs to be as low as possible but needs to play the games such as project cars at 60 fps.

Peripherals not needed.

OS is needed.

Just a heads up I dont think project cars supports 3 screens will have to check for sure but ive heard complaints about it, assetto corsa I got 1 fps in trible screen dirt 3 was the only thing that has played nice with it I assume dirt rally will too.

Why do people recomend K cpu and Z board?

 

I didnt see the OP stating he even wants to waste money for no reason by overclocking.

 

Probably won't be overclocking it until it becomes necessary.

 

As for a budget - Around £1000 would be good.

 

Also, other games like iRacing and Grid will be played. Other games might be played on the obutto, but it will be rare considering I already have my mega PC with it's 3 980s and a 5930k

An i5-4460 is the max you need. It gives 98% of the cpu performance you can get today for gaming. The remaining 2 % are very expensive and time consuming undertaking.

+ aftermarket cooler, 8gigs most basic 1600mhz ram (intel cpus cant use more mhz), bronze rated PSU at least, cheapest mobo to hold it all together.

 

+ a working freesync or gsync loop on an appropriate monitor + video card = thats the best you can do, i recomend the LG 29um67 and the cheapest 290 - that will far surpass the gaming xp than the quad titan systems of other people which are run on some crappy small TN monitor.

I will probably go for a Nvidia GPU like the 970 due to their lower power draw and heat output, especially if I make it in an MAtx case.

 

I will also go for a 4690k and a Noctua Cooler, either the l9i, or the u12s

 

The LG monitor won't work as the obutto only supports up to 3 24 inch monitors.

so is this for you? i mean i am looking at the specs of a computer in your signature and it looks like a powerhouse. 

if your running triple screen then a gpu with a lot of onboard ram is best, maybe a Titan X but that costs a lot. or at least 4 gig of onboard ram. 

an i7 cpu would be good. 

for dirt cheap you could also use a FX8350 and a R9 290 gpu, then again you could build a i5 build for similar price. how much is cheap as possible? 

look at getting a SSHD for cost saving and it also will boot windows fast. 

we need more info like form factor, colour scheme, exact budget, AMD or Intel, Nvidia or AMD etc
