No harddrive?

Other than that, with a budget of <250$ for a build, you're not going to get any better.

We have a hard drive which we slavaged from his laptop

This is the best i can do, but it's really not great. If he wanted to upgrade, this might be a better idea, but if hes not going to upgrade within the next year and a half or so, then go for your original build.

I honestly have No idea what so ever the kind of fps it will get in GTA 5. At ultra? Don't expect a lot, maybe 20+ fps. At high/medium easily 30+ fps I'd reckon, but I can't see the future, so yea...

CPU: Intel Pentium G3220 3.0GHz Dual-Core Processor  ($50.40 @ SuperBiiz)
Motherboard: Gigabyte GA-H81M-H Micro ATX LGA1150 Motherboard  ($36.80 @ SuperBiiz)

All he needs support for is 280x in the future. If my original build will support and not bottleneck than I am fine

Edit: I only buy from newegg and Amazon so please don't link superbiz

The original build you have will bottleneck, and so will the one i posted. A 280X is a monster of a gpu, if he were to go with an intel build, and a slightly more expensive board he could get a g3220 and then after some time upgrade it to a i3 4150 or i5 4440 and then those wouldn't bottleneck the 280X as much. (The i3 would to some degree, but the i5 pretty much wont)

No, no it would not. But if he were to consider a slightly higher end board he could upgrade the cpu later on to a i3 or low end i5. Which was my intent behind the whole "If he plans to upgrade" spiel.

True. But the OP never mentioned that the person would be willing to upgrade the CPU in the future
