110% power

89c temp (by evga precisionX)

+135mhz gpu clock

+400mhz memory clock

Same +0 voltage

 

I apply the settings on precision X and then open up heaven benchmark, getting better fps on ultra but it crashed around the 7-8th stage (screen went black). Then comes up with a message saying "windows has detected your computer's performance is slow," and tells me to disable aero, when I do I lose half my frames I would get?

My 290x doesent reach those temps with the same oc...

Whats your ambient?

The overheating card might be the result for crashes

It doesn't overheat, I try to increase the power target and it automatically moves the gpu temp target with it. However this temp is never reached and stays around 60-70 (max)

Looks ok, what does gpuz say. Also test with games to, my max clocks were stable in benchmarks for a few hours but, not in games.

I may have just got a shitty one from newegg then...

As this issue doesn't occur at 110 base clock, 300 mem clock, and 108 temp

 

Should I keep going up and see where it starts happening then lower it a bit?

I found a more stable overclock:

base: 131, mem: 370, power: 108%, temp: 79 (stock), over voltage: 0 (stock)

I didn't get any issues with "low performance" where it'd make my screen black and sound as if my computer was restarting so I would assume it is safe now.

Ok having this weird issue, so I set the settings above in the pic and during gameplay the screen goes black and fans ramp up (the same sound when you turn on the computer) and the screen goes back to normal but the default clocks are put on again?

sounds like a driver crash. Considering you were running at 1500+mhz you are already at the limit of what most 970's can do, so it is bound to crash unless you have a golden chip.
