Each company makes various coolers for various cards. There is no straight answer to this question.

AMD = Sapphire Vapor-X Cards

 

Nvidia = Depends on the GPU

For AMD it still depends on the GPU as there isn't always Vapor X models by sapphire and MSI's lightning is fairly close possibly even above Vapor X for 290x

The lightning may perform a little bit better, but the Vapor-X is ridiculously quiet.
