What did you downgrade too? Just go to like early 2014 or something

ok it was facing the same problems and i have a solution for you just bare with me and ansver me some questions. was it pirated? coz if so your md5 hash check sum might has wrong hashes and it will cause this. how do you fix it? idk try different version. if its bought version try contacting rockstar idk

use this tool to check all md5 hash checksums

sorry for wrong language but basicly place folder in folder where is gta5 installed and run the exe file. its virus free but just in case you can disable your antivirus if it detect anything.
to download it look for "maza sparta" than close all ads and look for "atsisiusti"
if that program says missing not a big deal but if it says failed. you have a problem.
now when you open it navigate to file who is named this is what are you looking for. select it. and run.

if you found it helpfull make sure to check the best answer  as solved near the reply button
1 download file.
2 place it in gta5 directory
3 select file "this is what..."
4 run it
5 it should show files that has wrong hashes

if it doesnt help try cranking settings down
