Usually people don't run their OC that high that temps would constantly be in danger levels. Since difference between stress test temp and real application temp is about 10C, you would need really big increase in room temps to that be effect.

It depends what your looking at, if your mild all year around it shouldn't matter but take were I live, Queensland Australia summer days can hit a blistering 40 degrees but heatwaves mostly stay around the 30 to 35 mark (Celsius). In winter it can quite regularly stay around 8 or 10. I find with my overclock of 4.3 I can stay fairly cool even in those heats, however I do keep a close eye on my system during heatwaves.

 

If your case is setup well, and you have a good cooling solution unless your running at some crazy overclock you should be fine.
