From what I've seen the Noctua low profile one is pretty good there is also a larger 120mm version but is taller.

Srry missed that, but as for $30 low profile coolers that are good performers it's a bit hard to find ones within that price range. Maybe on a good sale but not regularly priced usually, I know Deepcool has a low profile cooler called GABRIEL it's around $40 right now:
