My internet is both fast and slow at the same time.

So I'm using my laptop over wifi:

Youtube was loading pages slowly, as in, opening a video in a new tab took ages, but once the video was running it was fine.

So I tried to do a speed test:

Ookla Speed Test:

Firstly, the page said 'loading 100%' (where the interafec would be) for ages, like 5 min

an I had to re open the page a couple of times.

Then when it finally started, ping was 11ms and download was 20M and then fluctuated a bit and then

half way through,

it was about 6.19M , and for ages after that

it would go down by 0.01:

6.18M

6.17M

6.16M

it went on for ages and ages and it got slower as well:

5.77M for 10 seconds

5.76M for 12 seconds

5.71M for 28 seconds

The speed test has been running for ages by now.

it has been about 5 minutes and the download is only half way through.

I gave up.

And this kind of loading thing happens on my phone as well.

I use chrome for android,

Very often the loading bar just gets stuck at like 40%.

And not on small obscure websites but like

large websites and even google searches.

Often the Facebook app for android is really really slow and half the images don't load.

Is there any one explanation for all of this?

I am pretty sure it isn't a wifi problem.

The root cause would probably be your ISP trying to traffic shape your connection.

Your ISP probably likes facebook, reddit etc. but then throttles down your internet speed whenever they sense you're downloading/p2p or using high bandwidth tasks like streaming or watching youtube.

AFAIK a lot of ISP's do a lot of traffic shaping. But they only often do it on very heavy users.

sounds about right, encrypt your traffic VPN/Tunnel etc... so they can't distinguish between what is what.
