Design me a water-cooling loop

Budget around 300 USD. Won't be buying out any time soon, but I want to have all my upgrades planned. Needs the gpu and CPU included, black and blue color scheme. Ik my budget is small, but anything else you can fit would be great.

Just a guy who peaked at building back in the days of the GTX 980. If you see me here, assume i have technical knowledge akin to a committed hobbyist builder back then. If something's changed, you'll need to tell me(nicely plz). I'm probably asking for help with the modern build scene since I have no clue what's going on.

can you start by saying your specs and a picture of your case with your components would be nice to to decide how the loop can be

All in my sig. Build not actually done yet, if that means you can't do it, that's fine, I will just wait.
