Am I Correct or is This Just an Ignorant Thought?

Hey guys, so i got thinking that because the Unreal 4 Development engine/software is free for anyone to use, does having these dev tools make it easier for people to mod AAA games that will be made with the Unreal 4 Engine? Or am i just wrong and the developers are really good at locking down files? Thanks :)

Yeah that is what i mean :) And also being able to modify game files for mods
