I overclocked My GTX 960 to 1838mhz but my performance is actually worse

How do I tell if I overclocked Correctly??

You have to see what it is actually hitting on the GPU core. IF performance is worse, it must be getting too hot / isn't stable and its backing the clocks down. And 1838 MHz..................... Yea you aint stable

Max temps i have seen are 63 degrees Celsius

I very much doubt it's stable at that, or it's probably just not even going that high in games.

use a monitoring program to verify it's going up to that clock while running stresss testing software, not games.

I mean in I assume you used precision or afterburner, what is it reporting your core speed actually at? Just because you set the slider to it doesn't mean its running at that speed. There is no chance you have it running at almost 1850 MHz unless you are on LN2 or something. That is like a 40% overclock. Cards haven't OCed that well wince the GTX 400 series

Either precision or afterburner. Whatever utility you used to OC with will tell you its current speeds.

I use HWInfo for monitoring

Fire strike for stress testing

Also i'd like to point out that your card is powered by 1x8 pin connector, which would not be enough to power it up to that clock.

0 Chance you hit 1800 MHz. It for sure isn't stable, so its just backing it off like crazy, possibly lower than stock settings.

You more than likely don't have a stable overclock. Sometimes temps don't get effected by this and the only difference will be performance. 

 

Try turning that clock speed down a tad. Like a big tad. 1800Mhz is ridiculous!

Your GPU is turning down the clock speed so it doesn't overheat. (also know as thermal throttling) And it's turning down the speed LOWER than your original speed.

I maxed my sliders and they hit 2178 Mhz.
It was stable for 15 seconds. 
I'm surprised you even launched firestrike, nevermind completed it.
