What would be the best cooler for the i7 5820k, I don't plan on overclocking

A 5820K is a pretty warm chip, an EVO will do fine but you can get better performance for not much more (and all while staying within reason.) The Raijintek Ereboss/Ereboss black is $35, and it's a pretty big upgrade for the extra $5-7, though of course memory clearance must be noted.

I haven't bought it yet, I'm currently planning out the upgrade, I obviously will need new memory, and a mono, I'm also looking for a new psu because I have a cheap psu and I think it would probably catch fire if I tried to use it

Yeah, Xion units tend to be bottom-barrel stuff. EVGA's G2 and P2 supplies, Corsair's AX and HX units, pretty much all of Seasonic and Super Flower's units, Rosewill's Capstone and Photon units, XFX's units and others tend to be quite good.

 

I put it here because I've been looking for all in ones

If you're wanting not to spend a lot, don't look into AIOs. They're not that great when you're spending below $60 on a cooler.

To be honest, a cheaper 240MM unit like the Cooler Master Seidon 240M or the LEPA AquaChanger 240.

cheap best ratio: coolermaster seidon 120v. try to find the rev2 cause its better.

expensive best ratio: Cooler Master Seidon 240M

generally cm is the best in price/performance ratio.
