Can I turn on computer without cpu just mobo?

At first, I didn't know this. I had 2 different motherboards, one a Gigabyte f2a88xm-ds2 and an msi am1i and without the CPU, the Gigabyte motherboard powered on but didn't do anything(to be expected) but the MSI motherboard didn't do anything. so I think its just a matter of what board/brand it is.

Main PC: ASUS PRIME X299-A / Core i7 7820X / 16GB DDR4 / Palit GTX 1070 Ti / Corsair CX550F / Corsair Carbide Air 540
