Cheap 1080p 23+in. monitors

Hi, I'm going to be setting up a 1080p gaming build, and I'm looking for an affordable monitor that fits my needs.

Any affordable ones that are 23+ inches?

If possible, non glossy and low image delay please...

It's 1080p and IPS. Pretty low response time and has a matte finish (non glossy).

I have an ASUS VE series that I got from Amazon for under $100 US. I know there's a version larger than 23" but it's TN if that matters to you. 60 Hz with a 5ms response time.
