No, you will need a partition wizard for that. BIOSes do not currently have that capability.

And how would I go about doing that?

Are you planning on installing an OS onto it?

Use the OS installer to do that, if you're using Windows then use the Windows Installation Media (USB/Disc) if OS X then Recovery Partition or USB Installer. If Linux in the OS Installation Media as well. Formatting SSD is the same as formatting HDD, nothing special.

IVe got windows 7 32 but currently on it and I want to change it to 64 bit. I've got the 64bit disk in my drive and I'm booting my PC through the disk drive but all that is happening is I'm getting logged onto my windows 32 bit... So that's my issue..

You need to tell the BIOS to boot from your optical drive by either changing the boot order or forcing it through the boot menu.
