Is it possible to get the fan over 2000rpm? At 100% it's a little bit over 2000 but when I boot my pc it goes over 3000 for a few seconds.

I am not sure if it is possible to have it over 2000RPM when normally using your PC, you would probably have to overvolt it to keep it at that rpm :/

But it spins so fast on start up to get some dust out of it.

At least that is what I heard.. My PC (with an AMD CPU and stock cooler) does it too

if you overvolt the fan it will run at higher speeds.

On my Gryphon 100% is around 2200/2300rpm, and on boot it doesn't spin up to max unless I set it in BIOS to do so.

The stock fan profile should keep your 4690k fine at stock, if you're overclocking then just get a Hyper 212 Evo

LTT's fastest Valley 970, slowest Valley Basic and Extreme HD scores
