When using a graphics card. how much does onboard help? or does it not pull power at all from the onboard?

Do you mean onboard graphics or pci-e power?

If you mean onboard graphics none unless you have an apu in dual graphics mode.

If you mean power your gpu will draw some of it's power from the pci-e lane and if you have a really low power card it'll take all it's power from the pci-e lane (75W is the limit IIRC).

only time onboard will be used is in an AMD APU with a compatible graphics card in crossfire

as said, onboard graphics get disabled with a graphics card put in. hard to say if it pulls any power at all, it probably pulls a small amount but not much.

The iGPU in Haswell (Honestly can't remember if Ivy and Sandy can do it) can be enabled when using a dedicated GPU. It can be used to drive another display without taking up extra resources from the GPU.

Not all motherboards allow it but most Z87/97 and I think H87/97 boards do. Of course it still takes up a small amount of your system RAM but it doesn't put much of an extra strain on the PSU.
