Cpu help

I'm just wondering is an I7-3770 better then an I5-4690K cpu because i was originally going to get the i5 but i have been offered an i7 for $190(Aud) but is second hand and has no stock fan just the cpu is this a good deal or not please help me out

Which cpu is better depends on the scenario. 

The i7 is a better value if you're comparing to 4690k retail pricing as long as you can get a decent deal on a 1155 motherboard.

i5 for things that are more single threaded

 

this is only true because the i7 is older, normally the i7 would also win single threaded stuff

csgo,minecraft,gta,battlefeild etc mostly 1080p 30-60fps videos and multitasking browers games and other apps like photoshop etc

An oc'ed 4690k would be better than the 3770 for most of that.

Photoshop or multitasking browsers, I think i5 is good enough for it. Photoshop usually depend much on Ram.
