You may want to look into an AiO liquid cooler.

I've built 3 PC's, but none for myself... In fact, I'm using an iMac that my dad bought for me as my desktop. Awkward...

Please don't say "SSD drive." By doing so, you are literally saying "Solid State Drive Drive" and causing my brain cells to commit suicide. The same applies to HDD (Hard Disk Drive) and PCIe (Peripheral Component Interconnect Express).

AIOs aren't quiet in my experience having 2 h55s and both of them being quite loud. I'd get a NH-D15 or a DarkRock Pro 3 or something like those if they fit in your case.

On air - any Noctua or Be Quiet with 120 or 140mm fans. 

 

On water - any dual 120mm AIO or larger (H100i or similar). (a single 120mm rad might not be enough and you'd have to run the fan at higher rpm which can be noisy).

hi I am looking for a good heatsink that is big enough to cool an overclocked i7 4790k but remain silent. if you want you can suggest the heatsink and different silent fans. What would you recommend?

Don't know your location but I'm a big fan of the Sycthe Mugen 3/4.

Pretty cheap and very quiet.

'remain silent', i'm not saying all AIO coolers are loud but some of them can be... But some AIO coolers would certainly be recommendable. 

 

OP, i would say either the Be Quiet! Dark Rock Pro 3 or the Noctua NH-D14. Both should stay below 20-30 decibels and provide great cooling.

I have to agree, but only with single 120mm AIOs. Dual 120mm (240mm) rads will cool just fine with the fans at lower rpm. 

 

I'm running an H60 on an i5-4570. No overclocking (obviously) but this is more than enough to run this CPU and stay quiet. On an OC'd 4790K though, I agree, a single 120mm AIO could get quite loud.

Be Quiet! Dark rock (pro) 3 and the Noctua NH-D14/15 as well as the Cryorig R1 ultimate are pretty much the best air coolers available, as well as being the quietest coolers possible for a CPU barring passive cooling, which you should ignore.
