GTX Titan X...

But probably the SLI 970.

I'd to Titan X. My SLI 970 don't have enough VRam and I stutter.

SLI 970 will perform better, but certain games may require you to lower texture quality slightly.

980 requires setting reduction as well for some games though.

The 290 or 290x are much better value for 4K.  290 CF avoids the memory issue of the SLI 970 and performs better for less money.  290 CF/290xCF/295x2 is on par with 980 SLI, for much less money.

Power consumption will be low when you're not actively using your system - it's called downclocking when idle.

Sig under construction.

980 ti if it does come out will just be a Titan X with 6GBs of vram and a higher base clock so it should perform just like a Titan X but a little better. I still doubt the card will come out.

my R9 295x2 runs flawlessly at 4K....but I imagine you aren't going to consider AMD?

I would check the R9 295X2 for your price range if you aren't willing to buy a TiX then that's your next best choice when it comes to Price 2 Performance.

In idle everyone is the same.

Only load consumption differs.

In most 4k benchmarks I've seen the 295X2 outperforms everything except 980 SLI (including the Titan X), and at $650 on Newegg that is excellent performance.
