When I try to overclock my msi r9 270x gaming using msi afterburner I just maxed all the sliders and applied it and it was stable during benchmarks. Do I need to restart for the overclock to take action or is that just it because it seems odd to just be stable at the max

All the sliders including voltage? Just remember to hit apply at the bottom right to apply overclock

Yep voltage too and I did hit apply. Seems strange that I can push it this hard without it crashing seen as people say that it's not stable when overclocked because it's factory overclocked

If you have GPU-Z use it and see if your overclocks have been applied by comparing the bottom part of the page. Run any benchmark before and after the overclock and compare the results. If there is an improvement, then you have successfully overclocked your card. 

 

Pushing the voltage slider (not to be confused with power limit) to the max may not be safe for your GPU as it pumps in more volts into the core. So maybe you should bring the slider as low down as it could go.
