I am debating swapping out my GF's PSU for this one (XFX 650 Pro) but I got it inside another PC I bought.  Is the ends cut off and capped with rubber safe?

Kind of...i'd probably go around the metal bit of each individual wire a couple times with electrical tape and again around the whole thing just to make sure.

Why is it like that, anyway?

My guess is small case too many wires.

Usually people only cut PSU leads when the PSU is faulty.. Be careful with it... As for safety.. As long as each wire is insulated properly.. there is no danger.
