Have you tried lowering your fan speed? You have some headroom with temps at low 70's.

Otherwise, you could get a NF-S12B: http://ca.pcpartpicker.com/part/noctua-case-fan-nfs12bredux1200pwm

I have a 212 Evo in a Thermaltake V51, in push pull with an added Thermaltake fan and I do not hear it, even when the fans are running at 1500 rpm. 

 

I do have a Sentry 3 running all the chassis fans (2 x 120 bottom, 2 x140 front, 3 x140 top, and 1 x 140 rear) at 40% under normal operation.  They are audible, but not bothersome.

 

Turbulent airflow is much louder than non-turbulent, so I suspect that much of your noise is due to the restricted airflow of the H440, which would also tend to reduce the efficacy of any top venting AiO as well.

i just did a test where i took the front panel and the dust filter out and plugged a front fan in to the mobo and it got decent airflow and was quite, then i plugged it in the the fan hub which is 100% and it got amazing airflow with decent noise but not bad. then i pu the dust filter and and it was like a covered the fan with my hand so i took that off then put the panle back on and it too was like me putting my hand in front of the fan... so right now i just took off the duxt filter and im going to leave it off and ill just clean my case more often, and i have 2 of the fans running off the mobo and one running off the fan hub at 100% due to i only have 3 fan connectors and i dont have a splitter atm, its already noticeably quieter at idle since i only have 1 fan at 100% instead of 3 so im going to try this for a bit and see how it goes, if this doesnt do much it might be time for more static pressure fans or a case mod >:)

I agree with the SP fan idea.  High flow fans are really only high flow when they are unrestricted - add in any resistance to flow and volume plummets while noise increases. 

 

In most any situation where there are restrictions to flow - be it angles (like the top of your chassis), or radiators, or even filters - an SP fan will yield better performance - they will still be more noisy than otherwise, but at least they will actually move some air. .

WELL JUST PLAYED GTA OR AND HOUR AND (srry caps lock) found that my cpu cooler isnt the problem, it stayed around 50 degrees while gaming and maxed out at 55 and 60 on one of the cores. my gpu on the other hand was runing 75 degrees and 56% fan speed so its my gpu making all the noise :/ ... im thinking of taking the lowest front intake fan and putting it on a hdd cage and pointing it straight at the gpu for more airflow to the card, or i might just go buy a crappy cheap fan and put it there since i need all the intake i can get...

Heh.  Yeah graphics cards are noisy when pushed to the limit.  Maximizing airflow through the chassis helps, but only somewhat.  Watts are watts, and it's just that simple.

 

Sadly this is also a problem related to the ATX form factor - cards must be kept thin, so have small heat sinks relative to their TDP and their orientation is just plain wrong from a thermal standpoint.

 

The other option might be an aftermarket water cooler on the GPU.

 

The last option is to use headphones and crank up the volume while gaming.

I'm already using headphones. And I was already planning on putting a aio on my card but I'm going to wait and see what it's like in the summer if it goes any higher then 60% fan speed then that will make my division cause 50% is noticeable but 60% is just anoying

Sometimes focused airflow fans pointed torwards the GPU (either from the side or the front of the case) can make a big difference. Air penetrators are made for this, so are NB-eloops, and you don't need to change all the fans, just one or two that direct airflow directly torwards your GPU, I am using 2 front intake AP121s for this purpose, but any high SP focused airflow fan will do it (NB-eloops, Noctuas NF-F12,Silverstones AP121 or AP123, etc)

Ya that's my plan A. The aio gpu solution will cost me about 80$ so I'm going to have to keep the price of fans well below that or it would probably be better just to watercool

Bitfenix spectre pro are very good too and not too pricey, i recently bought Phanteks PH-F120MP for my rad and they are pretty awesome and high quality for the price

I'm trying to save up to get an H100i even just for my G3258. My 212 EVO is somewhat loud under load (quieter than my 7950 when gaming), but I don't like peaking at 65C. Especially where my room is only 21C, and it will get up to at least 27C during the summer.

is it worth it to go for 2 silverstone ap 121 for 50$ including tax and shipping coming from the stock h440 fans ? or should i use that money for a aio for my gpu which would cost 107$
