lag issue

hi,
do you have any idea why my computer get this much lag? usuly when the lag start, my CPU go from 21% to 50% usage.
i have an i7-4770 , 32Gygs of RAM 800Mhz, and a GTX970, and i runing with windows 8.1 . my adobe flash player is updated and my GPU too.
