Only if your not using all your bandwidth. That's the only way speed will affect ping is if all bandwidth is used.

Its mostly because the connection from you to your game server takes a long time to reach each other. Increasing your speed would most likely not help you game online at all. 

 

It could even be packet loss.

Depends, if you are using all your bandwith, probably. You will get the same basic Ping, f.e. testing at speedtest.net though, and honestly, there shouldnt be a shitty enough connection to use all your bandwidth when playing GTA

Not really, you will most likely have the same latency, unless you are changing your ISP in that case you could get better or worst performance depending on their infrastructure and generally their connectivity to other carriers.
