You have my specs so do you no why this is happening

That seems an awful lot like an electrical problem, but that system should be sitting fairly comfortably under 500W.

 

Try making absolutely sure all the cables are plugged in properly.

(I have had times, where the 24 pin cable looked like it was plugged in, but it was at an angle so only half the pins were getting power, and the PC ended up turning on for a sec and turning off again)

Also you probably don't have this problem, but make sure that you haven plugged in your cpu power into the gpu/ vice versa, as they look identical (cpu power, and the 24 pin motherboard cables are the ones that aren't removable on CX series PSUs)
