What is hirens boot software used for and how good is it?

It's pretty much just a collection of tools that you can put on either some sort media disc or something like a flash drive and then boot to. It's helpful when troubleshooting as it allows you to work outside of your OS and thus making changes is much easier.

this.....tho the hirens rebuild is better...hiren took out all the good programs

He had too, most of them were unlicensed.

Hiren's BootCD (also known as HBCD) is a bootable software CDcontaining a number of diagnostic programs such as partitioning agents, system performance benchmarks, disk cloning and imaging tools, data recovery tools, MBR tools, BIOS tools, and many others for fixing various computer problems.
