It's used up by windows  processes can't fix it.It's like that.Nothing you can do.Nope nothing yeah you heard me nothing.

this sounds like you got a 32bit OS 

useable ram on 4gb by a 64bit os is like 3.86 or something like that

check what version of windows you are using
