1 minute delay before any programs start windows 8.1

I recently upgraded to a 4790k and a z97 asus vii hero mobo from an amd build, (did not reinstall operating system but did get all the intel drivers I think). The speed of this chip is amazing in comparison and my games now play wonderfully with no more frame drops, however I’m experiencing issues with this setup. First is that my blue ray drive is no longer detected, 2nd is that now there is a full minute delay on startup, between the time that my desktop appears, and the time that my programs start opening. For example some programs will open like usual (chrome and games) but for others (aida 64, stickynotes and autorun) I’m forced to wait the full minute before I can use them. Also any of the items in my startup that are obvious when they open (ie. hp printer crap, infinite, malwarebytes, sticky notes) will not open until the minute is over, then everything acts as it should when first logging on. Even the usb device recognition sound doesn’t play until the minute is over. Could this be a problem with the intel drivers conflicting with the amd drivers that were installed? Should I have went with a clean install of windows? Could this have anything to do with my blueray drive not working? Did they do justice to the book description of Hagrid’s size in the movies? Any help on this is greatly appreciated!

Things to note;

-I'm running 8.1 pro

-I boot from a Samsung 850 evo that performance tests check out on.

-task manager has the delay

-my cpu fan is audible only once during this time and then once when everything starts to open and it seems like the system is idle (temps are safe it’s just that’s the way I can tell when there is some load on my cpu)

-all desktop icons are fully loaded as well as timed wallpaper theme

-sometimes (after cpu crash from overclocking experimenting) I get a black screen before the desktop shows for the minute, then desktop appears and everything starts opening with no delay,

-everything is normal after the minute is over

-internet connection is working but taskbar shows little red x and says no connection is available until after the mintute

I would try to do a clean install before leading to a motherboard issue, but I would definitely make sure you are using the correct type of SATA on your board, as some motherboards have 2 types of SATA connectors in which one of them only works for hard disk drives/ solid state drives.

Check that, and preferably to a clean install now.

Well then i would reinstall before trying other things.

When changing the platform it is always recommended. Sometimes it works just fine but i would save the hustle and reinstall windows.

Installing windows is pretty fast, the updating becomes a pain... :S

Change the driver for all HW in devmgmt to the Microsoft basic one. Will perform terribly, but allow you to install the new mobo/chipset drivers without completely destroying your system/causing conflicts.

Next boot to safe mode and uninstall every driver, completely.

Then re-boot and install the intel drivers first and go from there.

The problem was not the need of a fresh install of windows. I had just finished my windows updates and installing all my programs when i was told to restart, and then it was the same minute wait as before (my newly created raid0 boot drive with 2 850 evo's made no difference in the time). So barely able to keep from throwing a car at the nearest child, I started uninstalling crap. My first pick was avira antivirus, after the uninstall was complete it told me to restart, so I did and low and behold there was no delay... so thats cool
