No code reading from POST card

My brother's computer wouldn't boot up to bios. Some details:

Memory is fine

Motherboard gets power.

Fan runs.

No beep code after unplugging memory and hard drive.

 

I didn't have further equipment to test the cpu or motherboard so I bought a post card to see if I could narrow down the problem.

The post card LED lights up but the error code stays at 00.

 

Is the cpu dead?

Any help would be much appreciated.

first time i hear of a post card and i did a quick read....

 

if cpu is dead, both post card and fans wouldn't be running

 

im guessing trying to run on board graphics or re-seating the graphics card ...if on board only...idk, borrow a gpu from somebody to test?

Those diagnostic code cards were used a long long time ago during the Penitum days. The time when cases has a Turbo button.
