The GTX 960 is Hands down the best for that specific price range.  It's faster than the 280 and performs pretty much on par with the 285 but has a much better TDP, SLI, and other Nvidia features.

For the Best builds and Price lists here is a world where many points of the price have been predefined already for your convenience!

The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

The OS is like a kind food, Try it before saying if you like it or don't.

Id say the R9 280/x, About the same performance as the 960 but more Vram which will come in handy as new games will require morevram, And it is also good at higher resolutions if you upgrade your monitor in the future.

The gtx 960 isnt a bad choice though, but i think it has to little Vram, My gtx 660 has 2gb of Vram and im runnig out of Vram at 1080p, And i feel locked down by only 2gb of Vram in Skyrim.

If the 270 is a little too expensive I recommend the evga gtx 750ti superclocked

Eww, the 750ti would be a total let down for this build.

The 750ti is an entry level gpu and will definitely not meet the OP's requirements. The real purpose (which it does EXTREMELY well) of this gpu is to pop into oem tower and get decent gaming out of it, but never would I recommend for a gaming focused pc build.

So as other have already said, 960/280(x) would best for that build.
