It's not a rumour, there was literally a mod that put them back in. The game a E3 2012 wasn't shopped screenshots, it was actually an early version of the game.

That Mod didn't bring back the E3 settings, it just turned up the dials on what shipped with the game, they weren't "hidden" or "removed" the mod just used the tools that were already in the game but turned them up till they were over the top, i tried playing with it, but the DOF TWM put in the game made it impossible to see farther than about 6 feet. It wasn't a good setup for actual game play.

 

Also wish they would put to bed the rumour that they spend the delay "downgrading" the game, which is an even more egregious myth. The E3 demo was obviously their vertical slice, it was the first part of the game they built and when they tried to adapt it to the rest of the game it wasn't up to snuff. Actual reports indicate the game was in dire straights on the initial release date, with trains turning 90 degrees on spot and other nonsense.

 

The only thing that mod improved was the dynamic spotlights on headlights, every other part of it was detrimental to gameplay

I played start to finish with the mod, hell I actually restarted the game to play with the mod, was perfectly fine and playable, some versions of the mod i will agree were not playable final release was great though
