When I plug USB thumb drives into my PC, it makes the noise like something was plugged in, and it shows up in device manager, but it doesn't show up in Disk Management, or anywhere else.

THE THUMB DRIVE WORKS, I just plugged it into my mom's PC and it works instantly.

This is the way it shows in device manager it shows up as:

Make a bootable Linux image on one of their PCs and check if it's recognized there. If it is, your Windows install is boned. If not, your USB ports are bad.

If the thumb drive works on my Mom's PC but not mine, wouldn't that just mean my windows install is messed up?

All of my USB ports work, since I can plug keyboards/mice etc into them and it all works, but thumb drives + my Nexus 7 2013 are never recognized properly.

I'd blame that on the Windows install then, probably borked drivers for both of those devices somehow.

I was referring to your USB ports being borked. Windows reinstall is your best bet if you're sure they work.

How would the ports be borked if EVERY other USB device I have, such as DAC's, keyboards, mice, etc works fine?

They're not, but I worked on the assumption they didn't. You could try doing "sfc /scannow" in an elevated command prompt. Might fix it.
