It hasn't been released yet, so nobody can tell. However from what has been said about it, it sets to rival chrome/firefox.

1- Your better off matching a low level i5 and a lower end card like a 960/R9 280 or so.

 

2- Depends on the game, If it doesn't use many threads then the G3258 will be better because you can OC it. Games that use more than 2 threads will suit the i3

 

3- I wouldn't go much better than a 960 or a R9 280 for either of them CPU's.

 

4- Skylake is due this year I think? Not to sure on that one

 

5- I would go an i5 personally, better per core performance, though the i3 isn't too bad if your on a budget.

 

6- Sometime this year

 

7- Broadwell is Haswell architecture that's been shrunk down to 14nm

 

8- The 760 and 280 are pretty close, I'ld go with the 280 because the bigger frame buffer though

 

9- No idea, check benchmarks?

 

10- Less CPU overhead, more low level access to hardware and will perform better than DX11

12- I would stick to H97, get an i5 and not bother with overclocking
