I would skip the GT740 and maybe buy used or something like that. I would doubt the abilites of a GT 740 even on low settings.

Can he steal a hard drive from an old PC and then use the money he saved for a better GPU?

Also, @WoodenMarker, @airdeano, @Blade of Grass, @Ghost, this belongs in a different subforum.

Nah. Still a bit more. Would an R7 260X fit the bill perhaps? A used one wouldn't be a death wish if you did your research.

I'm fairly sure the GTX 750 is a solid budget choice.

However yes, the 260X or 265 are amazing for the price.

Alrighty, I'll make a cheap USD build and hopefully I can leave room for inflation and all of that. I'll be right back.

for value oriented build, I suggest use some local made casing that cost around < USD$20, and get more at the gpu

you mention about SGD$, so I assume you live at Singapore, do you get Armageddon/Power logic / Dazumba case? these are cheap case for office PC which I think you can take a look

Sorry, for the wrong info it's $435.91 (Price change):

Great! $700 SGD is $507.73 USD which leaves you with $71.82 on my build.

This plays the latest games at 1080p on medium settings and even high if you're fine with 30 FPS or a little above that:
