My cousion in California wanted a dem gaming pc.We met in last family renoiun and he learned I build super cool computers.Now he bugging the freak outaa me for it every time we drop down for some skype.His birthday is in a month and a half so better start orderin.

Gaming

Browsing 

Good Upgradeability

Streaming in 4k

Editing stuff as a hobby (he says his Celeron really lags at it)

Render in afteraffects as a hobby.

What I said stands though, if you're ignoring Nvidia then your only options are to double up on 290x's or get a 295x2. A single 290x wont be able to do what you want and that's blatantly obvious so idk why you're asking for help.

So wait streaming 4k as in is capable to watch or decode 4k content smoothly? Or actually streaming to the internet 4k content while he is gaming etc? Streaming in 4k requires some serious beef. Talkin bout dat Angus beef.

That config is not going be able to play at 4K well, only if you think 10 fps is acceptable...

Unless you plan on upgrading your GPU every few years I don't think 4GB is enough for 4K. In a few years some games might require more memory at 4K.
