Before reinstalling windows, I was able to let my computer idle and my 780 would go down to something super low like 300mhz core and 100mhz memory or something along those lines.

Now I reinstalled windows and my card is always at 783mhz core and 1824mhz mem. I am looking in GPUz and the both the gpu load and memory controller load are both at 0%

Is there some kind of way to enable power saving mode that I am missing? I used to get sick sub 30c idle temps and now I am getting 46c.

Perhaps something in the drivers.

Are you running dual or triple monitors? because the card needs to be at a certain clock to make them all run.

Triple monitors. But just this morning it was downclocking. I might run all the windows updates and see if that had something to do with it.
