Windows 8.1: Low memory warning at 60% ram usage

I am running a Windows 8.1 PC with 16gbs Corsair Vengence 1600 ram, whenever I get above 10gb usage I get this error, usually saying close x program to prevent memory loss, usually whatever is using the most ram, its either Chrome or java (Minecraft) most of the time.

I would just ignore the message, because I mean I have over 5gbs free ram I don't care if it uses more, but after I hit the 10gb mark things just start crashing. I get the "whoa chrome crashed would you like to relaunch" and Minecraft just says it ran out of memory in console. Neither of which made sense. I figured I had bad ram so I ran memtest86 overnight and it completed the test 4 times with no errors so that's not the issue. I also increased my page file from 300mb minimum and 2gb max to 1gb minimum and 3gb max, but that didn't help either. I did some research before posting and found a bunch of similiar threads but none of which really had a solution:

Anyone have any ideas what's going on?

I use to get that error alot and the way I fixed it was to right click my computer/properties/advanced system settings/under performance click settings/ advanced tab/ check automatically manage paging file for all drives.

Did that, it set my paging file to an outrageous 32gbs which seems just stupid with 16gbs of ram but ok whatever it was worth a shot, rebooted, and awesome it seems to be working:

May be try as, go to “task manager” and select “startup” tab. Now disable the apps which are of high startup impact by just right clicking on that app. Use CCleaner to clear your PC history, temporary files and caches which might help you.
