30 fps in minecraft doesn't take much. Maybe he should go with an APU do to his low budget.

This is just off by $9 but remove the SSD and its certainly a lot cheaper I would also like to add this will push Minecraft a lot further than 30 FPS if he wants a system for 30 FPS specially he would need to buy an older system anyway most integrated graphics solutions run at over 30 FPS now on MC.
