Simcity 3000 is the best one according to me, The graphics are Very outdated though.

FTL: Faster Than Light is awesome, Terraria is as well. The Portal are a must, and even though I haven't played them myself, the Half Life series is a good choice. Far Cry 3/4 are pretty good, I recommend 4 over 3, but you can decided in regards to your funds. 

Saints Row and GTA are also really nice games.

SimCity 4, to answer your question literally.

 

If you want a more modern game that's at least the best thing since SC4, Cities: Skylines is excellent.

There are a lot of genres to choose from.

FPS: Borderlands(all 3),  Bioshock(all)

3rd Person:  Mass Effect Trilogy, Dragon Age (all)

RTS:  Civ 5 (beyond earth not worth it imo),  Supreme Commander 2

Simulation:  Cities Skylines,  Kerbal Space Program, Roller Coaster Tycoon (If you have a joystick then Flight Simulator X)

Puzzle:  Portal 1, 2,  Besiege(only alpha with limited content but is great)

Then there is simplistic Minecraft where you can do what you want.
