GPU is not being utilized effectively

Right now it just looks like you're hitting on VSync as neither the CPU or GPU is a bottleneck. Actually find one of those times were you hit a frame dip and see what your CPU usage is then. It's best to be looking at a graph so you can see the spike and everything.

I have VSync turned off.the most recent screenshots I posted show the issue pretty well. Low fps with not full usage

I did a bit of research and it turns out Hyperthreading is helping the i7s a lot in this issue.

If that is causing your FPS dips then that sucks bad. :(

I wanted to get an i7, but when I built this PC, I didnt have the money for it.

Well what can you do when Intel keeps taking features off lower end CPUs only to make people pay more?

And it's not like it's absolutely necessary to get the extra power the i7 has to offer, just the hyperthreading (and other features like this) will solve the issues many people have.

Hopefully competition will settle this long lasting complaint from A LOT of us.

While I couldn't pinpioint the issue, you can still carry out some more testing and spot checking in your rig to make sure that everything is working properly and in good condition. If everything is fine, then I guess you can blame it for hyperthreading, but we'll need a considerable amount of evidence for that.

Let me know if you're interested in some testing, I have an i7 3770K which supports hyperthreading, and a GTX 680. I can test framerates with hyperthreading on or off; let me know if you're interested.
