A little low. Most FX-8320's and 280X's can get ~7000 w/out sweating.

Have you OC'd either?

That's because the 8320 does not create great synergy. Look at the combined score.

Are they by any chance on the Dragons Teeth DLC? Cause I get MAJOR drops there.

Just looked at your board. That's a 4+2 phase VRM. With Intel you have to have a Z97 board to OC, but for AMD 8 cores you need an equally expensive board with atleast 8phases to overclock. Pretty sure your framedrops are just the VRM's throttling. Dump that OC and check again...

any ideas?

are you getting good performance in other games? BF4 is known to have a weird issue sometimes it run,s like crap and to fix it you have to format your entire drive and re-install it.

For a single R9-280X, that looks alright to me.

Here is my score with a single HD 7970 (AKA R9-280X)

*Note:  My 7970 is clocked in at 925/1375 (vs 1000/1500 for your 280X), and my CPU is at 4.8GHz for these results.

(Overall) Score: 6406

Graphics Score: 7118

Physics Score: 9373

Combined Score: 2880

http://www.3dmark.com/fs/1997289

------------------------------------------------------

EDIT:

Updated to the latest version of the 3D Mark, disabled one of my HD 7970's, and clocked it to 1000/1500 to match yours.

CPU remained at 4.9GHz...

(Overall) Score: 7171

Graphics Score: 8285

Physics Score: 9355

Combined Score: 3042

http://www.3dmark.com/fs/4257627

(Ignore the 1050MHz for the GPU Core. The vBIOS by default has the card running at 1050, but I underclocked it to 1000MHz to match yours).

Your Physics score being lower would be normal as my FX-8350 is clocked much higher than 4.0GHz.

BUT your Graphics Score seems to be low. You are 1000+ points less...

@sgloux3470 mentioned, you may need to reinstall your drivers. It's saying your current driver is "Not FM Approved."

I'm using the 14.12 Omega Drivers, and it shows up as "14.501.1003.0" in 3D Mark.

That seems weird.  Pretty low for a 280x.

Have you tried a clean driver reinstall and monitoring GPU usage?
