Once your careful while about connecting the standoff holes to the earthed exterior of you psu you will be fine, however I do have to mention grounding a 12 volt rail is a bad idea (just play it safe)

he said he was going to connect the motherboard standoff screw holes to the outside of his psu, having a nice ground loop, if he accidentially grounded a 12V rail he wont have a psu and  a chuck of his motherboard for long

What?

Oh, right. I wouldn't put the standoffs on the PSU.

Where should i place the grounding wire on psu, on screw hole or metal housing?

On the power supply unit once its touching(has an actual metal to metal contact) the exterior it doesnt matter, id go with using one of the screws for holding into a case screw as any wire screwed into that wont come out, oh the other hand the other part is the worse part, the attaching it to the mobo(this part isnt really nessacry though), as there is a massive ground plane on all mobo's anyway but if you want to do it you want to do it and I cant stop you, but what id do for a long term solution is attach the mobo standoffs and place the entire mobo onto a flat piece of metal(what ever you have laying around) and attach that to the powersupply's exterior
