Capture card and new pc

So after Christmas sometime I'll be getting a new PC to game and stream on. My budget is $1000 I was thinking about an 9590 or i7 4790k. I don't know wich CPU to get. I also might get a capture card earlier but wich one should I get. It needs to be cheap and compatible with OBS. I was thinking about an Avermedia live gamer HD. But I was wondering if I could use a Avermedia dark crystal just to Capture video for my stream. Any thoughts?
