Incorrect download speeds?

Right now I am downloading a 1.5GB file at only 150kbs. I have paid for 13mbs dowload speed. I did a speedtest and got 8mbs dowload speed. Why is this file downloading so slow?

Your ISP may be throttling you if you have downloaded a lot of files recently.

What is the website that you are downloading from?

1. The server your downloading from is slow.

2. Your being throttled.

3. You have malware that uses your bandwith.

 

These are the reasons I could think of.
