thanks, but not quite was i was looking for, probaly should have explaned this be for, i like to have the task bar on top.  when new windows open they open underneath the task bar making it a pain to get them to move them.  

no, there is definitely no native option in windows to allow that, and I highly doubt there is a 3rd party plugin that allows that
