There's a bit of a difference in performance, but the 290 is the better value option. Two of them will do well for surround.

850w would be the minimum really. EVGA 850w G2 is a good PSU.

If your budget is only 600, I highly recommend (x2) 290x.  The cheapest 290x is $322.98 as per pcpartpicker.com which is slightly above budget.  You can also get the (x2) 290 and can be bought for as little as $247.98 per card.  Under budget but what now comes into play is if you have a strong enough PSU to handle these cards.
