Ok well i am buying my parts soon and i am on a 500 pound Budget..that is not including RAM as i already have 8GB of good RAM. I was going to use a 7870 Tahiti LE GPU and a i3 3220 CPU...i will be playing games like Battlefield 4 when its out [i play most of my games at High settings at 1080p as ULTRA is pointless to me] i will also be playing games like RPG based games but its mainly RPG/MMO/FPS games i play. PS..I picked the Core 1000 Case and a Nice Mini ITX board to free some space. Anyone wanna jump in here.

Answering to your title I'll say yes, I'm rocking a Core i3 and it's been nothing short of excellent so far, I'd like a Core i5 or Core i7 but I don't have the money for one right now so had to stick with the dual core.

An i3 will not be causing the bottleneck unless you're running at low settings or old games (where it doesn't really matter anyway). An APU isn't a bad idea either, go with the A10-6700 if you don't care much about overclocking (the 6800 doesn't really seem to be that good for overclocking anyway)

Well look at my specs and im not encountering much problems. The i3 is decent but get the AMD cpu. Not an apu as that is pointless with the 7870 xt. An fx 6350 should be great and more cores will be utilized soon because of the new consoles which will help AMD cores out a lot. Btw I get around 60 fps in most games part from crysis 3 and metro last light.

I actually have a build that I've planned for a friend at that budget using the 7870XT (tahiti LE), and have given the link multiple times, but it does include ram, feel free to drop that from the price.

An apu and a 7870 xt, wouldnt it be more cost effiective to get a six core processor instead of a apu with gpu abilities that are pointless as he will have a monster of a gpu with it.

It would be better to get a better cpu and stick with the stock cooler for a while I would have thought.
