These are not drivers.

SDK means: Software Development Kit. If you are developer and want to code somethjing using OpenCL with Intel graphic solution, then you need to install the SDK, so that you can use the API codes, and use OpenCL in your project.

Mirosoft .NET Framework 4 is pre-installed in Windows 8, (Windows 7 has 3x). It's a framework to allow program using .NET to work, else they'll crash at startup.
